A brief typically includes your requirements for the procurement, such as:
- the outcomes and impact you’re trying to achieve
- how this supports the Well-being of Future Generations (Wales) Act 2015 and the Wales Procurement Policy Statement
- how bids will be evaluated
- how the contract will be managed
When preparing your brief, include colleagues with a diverse mix of skills, experience and backgrounds, and take account of lessons learned from past procurements. Consult stakeholders, decision-makers and the market as early as possible.
Before proceeding with a new procurement, check whether the requirements can be met by reusing or recycling existing goods or services, or by using an existing contract or framework agreement.
If that’s not possible, you should seek quotations from at least 3 potential suppliers who have the experience and expertise to meet the requirements, as set out in your brief.
